IMPLEMENTASI PROGRAM KEJUARAAN TARKAM UNTUK MENINGKATKAN KUALITAS OLAHRAGA REKREASI (STUDI PADA DEPUTI PEMBUDAYAAN OLAHRAGA)

This study aims to analyze the implementation of policies in the Tarkam championship program as a process to improve the quality of recreational sports. The focus of the study includes policy implementation with the aim of measuring a program objective, namely communication, resources, disposition, bureaucratic structure.
This study uses a descriptive qualitative method with data collection techniques through interviews, observations and analysis of supporting documents from the East Java Provincial Social Service. Information was obtained from one main source, namely Mr. Akbar Mia as a young expert policy analyst. Data analysis involves data reduction, data presentation, and drawing conclusions to provide a comprehensive picture of the implementation of policies in the Tarkam championship program to improve the quality of recreational sports at the Ministry of Youth and Sports.
The results of the study indicate that the Inter-Village Championship Program (Tarkam) has a strategic role in building a community sports culture, strengthening social interaction, and finding potential athlete talent. Effective socialization is the main key in providing a comprehensive understanding to the community regarding the objectives, mechanisms, and benefits of this championship. The sustainability of this program is supported by clear and structured guidelines, allowing for standardization of implementation and periodic evaluation for continuous improvement. Clarity of communication in policy implementation also plays an important role, where the roadmap prepared by the Ministry of Youth and Sports becomes a guide for regions in implementing programs consistently.
