UPAYA KEPOLISIAN DALAM MENURUNKAN ANGKA KEJAHATAN LALU LINTAS DI POLRES KABUPATEN BLITAR

This study aims to determine and analyze police legal actions in reducing the number of traffic violations at the juvenile level in Blitar Regency. This study uses a sociological legal research method by focusing on analyzing primary data and secondary data using qualitative data analysis techniques. The results of this study indicate that the Criminal Code (KUHP) in article 72 provides a child's age limit of only 16 (sixteen) years and article 283 paragraph (1) which provides a limit on the age of a child is not yet 17 years old, while the Civil Code (KUHP Perdata), those who are not adults are those who have not reached the age of 21 years and have never been married are considered incompetent to carry out a legal act. Handling children who are not yet 12 (twelve) years old, Investigators, Community Guidance, and Professional Social Workers make decisions to return them to their parents/guardians; or participate in education, coaching, and mentoring programs at Government agencies or Social Welfare Institutions at agencies that handle social welfare both at the central and regional levels for 6 (six) months. Police obstacles in reducing the number of traffic violations at the youth level are divided into internal and external factors from the traffic police unit.
