Abstract
This study aims to analyze the impact of the Balikpapan City Trans (Bacitra) bus service on the social and economic conditions of angkot (public minivan) drivers in Balikpapan. Since Bacitra began operating, the number of angkot passengers has decreased significantly, directly affecting drivers' income and work patterns. This research adopts a qualitative approach with a case study method, using interviews, observations, and field documentation, and is analyzed using Talcott Parsons' AGIL theory. The findings reveal that Bacitra's presence has significantly influenced the sustainability of conventional angkot, particularly through reduced driver income. In terms of adaptation, drivers respond to this situation by reducing working hours, seeking additional jobs, and informally modifying routes to maintain their passenger base. Under the goal attainment function, the Department of Transportation aims to build a more orderly and efficient urban transport system by promoting modern services like Bacitra. To realize this goal, integration is pursued through communication between the government, Bacitra operators, and angkot drivers-facilitated through discussion forums, policy outreach, and route realignment to avoid service overlap. Finally, the latency function is seen in government efforts to instill new values in society regarding the importance of using more structured public transport, while also establishing formal regulations on routes, service standards, and driver guidance to ensure this transition aligns with social norms. The study concludes that the transition of Balikpapan's transport system requires fair and inclusive policies to protect all parties, especially those most affected.
