EFEKTIVITAS PENGELOLAAN E-GOVERNMENT MELALUI PENGGUNAAN APLIKASI SItaNDE (SISTEM TATA NASKAH DINAS ELEKTRONIK) DI DINAS KOMUNIKASI DAN INFORMATIKA) KABUPATEN BANGKALAN

The Department of Communication and Information (Diskominfo) of Bangkalan Regency, as part of the local government, actively participates in implementing E-Government technology as part of the central government's efforts to promote efficiency and transparency in the management of government administration. One concrete step taken is the development of the SiTaNDE application (Electronic Official Document Management System), which aims to modernize and expedite the management of documents and official letters in the form of archives.
The type of research used is qualitative, which is a form of research aimed at understanding a problem based on the preparation of a complex and comprehensive picture according to detailed views, with data collection techniques used through observation, interviews, and documentation in the form of images or videos as supporting information. Duncan's effectiveness theory in Streers includes 3 indicators: goal achievement, integration, and adaptation. As a benchmark for measuring the relevance of effectiveness, it includes the realization of planning, timeframes and objectives, procedures in implementation, the execution of socialization and coordination, supporting facilities and infrastructure, and the improvement of employee capabilities.
With these benchmark results, it has been deemed relevant, indicating significant benefits. Although the use of the SiTaNDE application in the Department of Communication and Informatics of the Regency is said to be relevant, the implementation of SiTaNDE in the Diskominfo of Bangkalan Regency certainly faces several challenges such as a deeply rooted manual work culture that causes most employees to be reluctant to switch to a digital system, as well as limitations and technical problems with the application and a lack of technical personnel that result in the SiTaNDE application no longer receiving optimal maintenance support.
