Abstract
With a case study of the permit to use a sound system that exceeds the noise threshold (according to PP No. 60 of 2017 concerning Environmental Noise Control in the Dampit sub-district area. Exceeding the noise threshold causes disturbance to the surrounding community, especially children and the elderly, and has the potential to damage hearing health, this incident often occurs in the Dampit sub-district area, where sound system operators often do not pay attention to the noise limits that have been set, the central and regional governments, including Malang Regency through Regional Regulation No. 11 of 2019, have regulated the use of sound systems to maintain public order. However, there are still many violations that occur due to lack of socialization, supervision, and public understanding. The purpose of this study is to determine Analyze the implementation of applicable legal regulations related to permits for the use of sound systems that exceed the noise threshold in the Dampit District area. Assess the extent to which the government and related parties play a role in regulating, supervising, and enforcing regulations regarding permits for the use of sound systems that exceed the noise threshold in the Dampit District area. This study uses an Empirical legal research type with a Juridical Sociological approach method. The results of this study indicate that the District government has implemented the regulations contained in PP No. 60 of 2017. However, due to the low awareness of the community and local culture towards noise. So that active government involvement and community participation are very important in creating a safe, comfortable, and orderly environment from the negative impacts of excessive noise.
