Abstract

This study examines the development of UN WOMEN Turkey's role in promoting gender equality during the 2020-2024 period, when Turkey experienced complex gender equality issues, particularly after its decision to withdraw from the Istanbul Convention in 2021, which resulted in the decline of women's rights. This study aims to examine how UN WOMEN efforts to promote gender equality in Turkey and its implementation amid Turkey's complex socio-political context. This research employs a qualitative descriptive method with data analysis techniques that include collecting secondary data from official documents, articles, and media reports relevant to this research topic. The research findings show that UN WOMEN plays a strategic role as an agent of change through the implementation of two roles, namely in Advocacy and as a Problem Solver. As an Advocate, UN WOMEN actively campaigns for the essential values of gender equality, while as a Problem Solver, this organization is able to identify challenges faced by Turkish women and then provide practical solutions relevant to the situation in Turkey. These two main roles complement each other, where the advocacy role drives social change, while the problem solver role provides real implementation of that change, making UN WOMEN an important actor in efforts to promote gender equality in Turkey.
