Abstract

The armed conflict between the Seleka group and the government of the Central African Republic has caused a severe humanitarian crisis, marked by widespread civilian violations. This study aims to analyze the role of the International Committee of the Red Cross (ICRC) in protecting victims of the conflict based on the Fourth Geneva Convention of 1949. The research uses a descriptive qualitative method with a literature study approach. Findings indicate that the ICRC fulfills its humanitarian mandate through five main roles: aid distribution, monitoring humanitarian law violations, family reunification, humanitarian diplomacy, and dissemination of the laws of war. Despite challenges such as limited access and security threats, the ICRC remains committed to neutrality and impartiality. This study emphasizes the ICRC’s vital role in ensuring legal and humanitarian protection for civilians in conflict zones.
