Abstract

This research discusses the effectiveness of the International Organization for Migration (IOM) in dealing with human trafficking, especially against migrant workers in Thailand. This research uses an analytical descriptive method with a qualitative approach, and relies on secondary data. This research uses liberal institutionalist theory, international organization effectiveness theory and the concept of human trafficking. The results show that human trafficking in Thailand is influenced by various factors, such as geographical location, economic conditions of migrants' home countries, weak law enforcement, and political instability. Of the three dimensions of effectiveness analyzed, IOM Thailand only meets two, namely output and outcome. On the structural aspect, the organization only meets two indicators, namely role suitability and resource availability. Meanwhile, the contextual aspect shows obstacles such as the influence of the global economy and the complexity of the issues faced. Thus, IOM Thailand has not been fully effective in addressing human trafficking of migrant workers and still faces various challenges both internally and externally. However, this does not mean that IOM is incompetent. Institutional liberal theory emphasizes that IOM still plays an important role as a system and regulation.
