Abstract
This research was conducted to evaluate the sponsorship program for sponsored children in Wonokusumo Subdistrict, Semampir, Surabaya. The sponsorship program was designed to support the continuity of education for children from underprivileged families through the provision of school supplies, routine health check-ups, and skill development. This study used a qualitative approach with an evaluative method, analyzed using the CIPP model (Context, Input, Process, Product), and based on the Community-Based Approach theory by John G. Bruhn and Howard M. Rebach. The findings reveal that: (1) Context – the sponsorship program is relevant to the needs of the target community, particularly in supporting children's education in low-income families; (2) Input – the program has provided relatively sufficient resources, including funding and volunteer support, although the number of mentors remains limited; (3) Process – most activities were implemented as planned, but challenges emerged such as schedule conflicts with school activities and reduced participation among adolescents due to shame or psychological changes; (4) Product – the program successfully increased learning motivation and improved access to basic health services. Based on the Community-Based Approach, the program evolved through several stages: starting with networking, where GNI and local volunteers built informal communication to identify vulnerable children; followed by alliance, aligning GNI’s role with schools and the Child and Women Protection Task Force (Satgas PPA) to avoid overlapping efforts. At the partnership stage, roles among actors became more formalized and program decisions involved more stakeholders. In the coalition phase, long-term commitment was reflected in literacy initiatives and post-school preparation, including mentorship for adolescent sponsored children. Finally, collaboration was indicated through joint efforts with Satgas PPA volunteers in child mentoring, including child rights education and mediation with families.
