Study at the Class I Special Child Development Institution in Blitar City)

This study aims to analyze the effectiveness of the rehabilitation program implemented at the Class I Special Child Development Institution (LPKA) in Blitar in preventing the recurrence of child sexual violence crimes and to identify the obstacles encountered in its implementation. The findings indicate that the rehabilitation program, which includes education, skills training, counseling, and mental- spiritual development, has encouraged positive behavioral changes among most juvenile inmates. However, its effectiveness remains limited, as evidenced by cases of recidivism. Key challenges include a shortage of professional staff, inadequate facilities, negative societal stigma, and weak aftercare systems. Therefore, strengthening holistic rehabilitation programs, improving staff capacity, and enhancing cross-agency collaboration in post-release assistance are necessary.
