Abstract
This research examines the implementation of the Gerakan Sayang Perempuan Ojek Online (GASPOL) program as an effort to reduce violence against women in East Java. The GASPOL program was established in response to the high rates of violence against women, particularly those working in the informal sector, such as online motorcycle taxi drivers. This research aims to analyze the implementation of the GASPOL program, including the execution procedures and the parties involved, as well as the challenges and impacts in the effort to reduce violence against women.
This research uses a descriptive qualitative approach by collecting data through interviews, observations, and documentation. This approach aims to thoroughly outline the implementation process of the GASPOL Program. Data collection was conducted through direct observation at the DP3AK Office of East Java Province to determine whether the implementation of GASPOL complies with regulations. Then, interviews were conducted with relevant parties supported by regulations, Technical Guidelines, Standard Operational Procedure (SOP) Program, and documentation. Data analysis includes data collection, data reduction, information presentation, and drawing conclusions in accordance with the narrative explanation.
The results of this study indicate that the GASPOL program has a positive impact on enhancing gender equality, expanding access to legal protection, and building solidarity that is more responsive to issues of violence. However, the limited coordination between institutions and the low legal literacy among online motorcycle taxi drivers remain major issues. Although the program includes Political and Legal classes, it cannot be ensured that GASPOL members will fully understand them. This research recommends strengthening commitments between City/Regency level institutions and conducting widespread socialization related to improving family quality as a strategic step in optimizing future programs.
