Abstract

Javan Porcupine animals with the rodent category in the Hystricidae family which are endemic animals from Indonesia hunt when the increasing number of illegal hunting of these animals can cause extinction in the next few years so that the stability of the ecosystem is disrupted and results in the extinction of several other animals due to damage to the food chain in the ecosystem. This study uses a qualitative descriptive research method which is to obtain data through analysis and also describe a phenomenon accurately. This research approach focuses on the study of the Intermestic study of the Global Preference model where this approach is a change in public policy that is influenced by global dynamics and the occurrence of interrelationships between international and domestic in showing problems and interests needed by a country. In this study, namely CITES which is an international regime that regulates the category or classification of animals based on their level of rarity and the endemic areas of the animal. With Indonesia's inclusion in CITES, it then ratified the CITES convention with Government Decree No. 43 of 1978. And based on Government Regulation Number 8 of 1999 which was submitted by the Ministry of Forestry as the authority of CITES management in Indonesia and LIPI (Indonesian Institute of Sciences) as the authority of CITES science.
