Abstract

This research examines the legal responsibility of PT Telkom Indonesi regarding the blocking of access to digital services specifically Netflix, from the perspective of consumer protection law. The blocking action sparked controversy as it was carried out without clear notice to consumers, potentially violating consumer rights as stipulated in Law No. 8 of 1999 concerning Consumer Protection. This study focuses on two main issues: (1) How does PT Telkom’s act of blocking Netflix constitute a violation of consumer rights under Law Number 8 of 1999?, and (2) the extent of PT Telkom’s liability for the resulting consumer losses? The research adopts a normative legal method, with legal materials collected through library research. He findngs indicate that the blocking of Netflix access by PT Telkom constitutes a breach of consumer’s right, particularly he right to choose and to receive clear and transparent information. This action has resulted in losses for consumers who did not receive the services as promised. As a business actor, PT Telkom hold legal responsibility to provide honest information and fair compensation to affected consumers. The author concludes that clearer regulations are necessary regarding the provision of internet service and digital content access to ensure the protection and fulfilment of consumer right as agreed.
