Abstract

This study aims to examine the implementation of vocational skills programs in shaping the independence of people with deaf disabilities at the Social Rehabilitation Unit of Bina Rungu Wicara Pasuruan. This research uses a qualitative approach with a case study method, which involves interviews, observation, and documentation as data collection techniques. The subjects of this research were deaf people who participated in the vocational skills program at UPT Rehabilitation Social Bina Rungu Wicara Pasuruan. Data validity was maintained through source and time triangulation. The research informants consisted of deaf people with disabilities, skills instructors, and social workers at UPT Rehabilitation Social Bina Rungu Wicara Pasuruan. The results showed that there are four vocational skills programs in UPT RSBRW Pasuruan, namely the men's tailoring skills program, the women's tailoring skills program, the border skills program, and the welding skills program. Vocational skills programs are expected to provide skills that support deaf people with disabilities to be socially, economically, intellectually and emotionally independent. This states that the vocational skills program implemented has contributed significantly to the formation of the independence of deaf people with disabilities, both in the aspects of work skills, self-confidence, and the ability to adapt to the social environment so as to form social, economic, intellectual and emotional independence. In addition, supporting factors such as family support and training quality are important elements in the success of this program. However, there are still some challenges that need to be overcome, such as limited needs for beneficiaries. Based on these findings, it is recommended that vocational skills programs continue to be improved and adapted to the needs of participants, as well as involving more parties to support the formation of independence of people with deaf disabilities.
