Abstract
Social capital is a resource derived from trust, values, norms, and social networks that plays a vital role in promoting collective action to achieve shared goals. The Women and Child Protection Task Force (Satgas PPA) in Wonokusumo Subdistrict is a volunteer-based community group that utilizes social capital as a strategy to raise public awareness on child protection issues. This study aims to analyze how social capital is employed as a strategic tool by the Satgas PPA, identify the forms of social capital used, and evaluate its effectiveness in increasing community awareness regarding child protection. This research adopts a qualitative approach with a case study design. Data were collected through documentation, archival records, interviews, direct observation, participant observation, and physical artifacts. Data analysis followed Robert K. Yin’s framework, consisting of three stages: pattern matching, explanation building, and time-series analysis. The findings reveal that the Satgas PPA leverages collective trust, local values and norms, as well as social networks with external stakeholders to build legitimacy and expand the reach of their advocacy, education, and assistance programs on child protection. However, the study also identifies the darker side of social capital, such as dependency on key figures and exclusivity in networks. The analysis, using Sunyoto Usman's theory of social capital, indicates that social capital can serve as a strategic force for driving social transformation at the community level. Elements such as trust, norms, values, and social networks are shown to significantly contribute to mobilizing community participation in child protection efforts. Nevertheless, to avoid stagnation and over-reliance on personal loyalty, institutional strengthening and sustained structural support are essential. This study is expected to serve as a reference for local governments, social institutions, and future researchers in developing community-based strategies for child protection.
