Abstract

The rapid development of technology has triggered new forms of violence in digital spaces, one of which is Gender-Based Online Violence, particularly Non-Consensual Intimate Image (NCII), a form of abuse that continues to increase annually. This study aims to explore the role of the non-governmental organization (NGO) Savy Amira in providing assistance to victims of Gender-Based Online Violence (GBOV), specifically in cases of NCII, in Surabaya. The study applies Niklas Luhmann’s social systems theory, which views society as an autopoietic system. This qualitative research adopts a case study approach, with data collected through in-depth interviews, observation, and documentation. The findings reveal that Savy Amira plays a significant role in three key areas: (1) providing psychosocial, psychological, and legal support to victims, (2) building cooperative networks with institutions such as the police, legal entities, and media, and (3) raising public awareness through education and advocacy campaigns related to NCII. The use of the autopoiesis concept in the theory illustrates that the support system is self-sustaining through the exchange of knowledge among counselors. This research underscores the crucial role of NGOs in safeguarding victims' rights and fostering a socially responsive system to combat gender-based violence in the digital era.
