Abstract

This study aims to analyze the framing of the All Eyes on Papua issue by two national online media outlets, Kompas.com and Tempo.co, using Robert N. Entman's framing theory, which consists of four elements: problem identification, causal interpretation, moral evaluation, and treatment recommendation. The research employed a qualitative descriptive method through content analysis of news articles published during the campaign period in June 2024. The findings show that Kompas.com framed the issue in a moderate, neutral, and procedural manner, while Tempo.co adopted a critical framing that sides with indigenous communities. These framing differences are influenced by each media's editorial orientation, Kompas being more bureaucratic and pragmatic, while Tempo is critical and investigative, as well as their ideological values. Kompas emphasizes social harmony and national interest, whereas Tempo highlights social justice and the protection of marginalized groups. The All Eyes on Papua campaign also played a role in urging media to bring Papua’s issues into the national discourse and contributed to creating public pressure on state policies.
