Abstract
The Surabaya City Government has taken the initiative to implement paradiplomacy to address various regional issues. Under the leadership of Mayor Eri Cahyadi (2021–2024), Surabaya's paradiplomacy has not only played a role in solving local problems but has also strengthened diplomatic relations between the Surabaya City Government and other regional governments abroad. This study employs a descriptive method supported by various reference sources through literature review and interviews with relevant stakeholders. The findings indicate that Surabaya's paradiplomacy has not yet been fully optimized, as seen in its limited contributions to foreign partners in collaborative efforts. Additionally, Surabaya's paradiplomacy is analyzed through five key dimensions: Aims and motivations, Extent and direction of involvement, Structures and resources, Levels of participation, and Strategies. These dimensions provide a comprehensive analytical framework for understanding Surabaya's paradiplomatic approach.
