Abstract

Traffic law enforcement is a crucial effort in creating order and safety on the roads. The Traffic Unit (Satlantas) of the Probolinggo City Police has implemented the Electronic Traffic Law Enforcement (E-TLE) system as a technology-based innovation to enhance the effectiveness of law enforcement in an automatic and transparent manner. This study aims to analyze the effectiveness of the E-TLE system implementation and to identify the obstacles encountered. The research uses a qualitative approach with data collection techniques including interviews, observation, and documentation. The findings indicate that the implementation of the E-TLE system has not been consistently effective in reducing traffic violations. Although there was a decrease in violations in 2024, the three-year trend remained fluctuating. Moreover, some violations were not fully processed. The obstacles faced include limited infrastructure, such as the insufficient number of cameras and inadequate coverage areas. From the community perspective, low legal awareness and a lack of education and socialization have become contributing factors. Cultural factors also play a role, with a permissive attitude toward traffic violations still prevalent. This study recommends improving infrastructure, increasing public education, and fostering a sustainable legal culture.
