Abstract
Environmental issues occurring in urban areas reflect the community’s low level of awareness regarding environmental cleanliness. Through community empowerment, which involves providing opportunities for community groups to participate, take control, and be responsible for their own livelihoods, empowerment becomes a means of enabling individuals to become self-reliant. Household waste that is directly disposed of into drainage systems undergoes decomposition and becomes a source of disease. Wastewater Treatment Installations (IPAL) serve as a medium to manage liquid waste to prevent further contamination of river and drainage flows, which are often the starting point for the spread of disease. This is particularly relevant in the context of Surabaya City, where the dark color of drainage water indicates a high level of decomposition, posing a significant health risk to the surrounding environment. This study is located in Tambak Segaran, RT 03, Tambakrejo, which has utilized an IPAL system to manage drainage wastewater from 2019 to 2020. This initiative has successfully transformed the lifestyle of the residents. The research applies several data analysis techniques—epoche, horizonalization, cluster of meaning, textural description, structural description, and composite description—to better understand the phenomena experienced by the subjects. This research supports Jim Ife’s Empowerment Theory by utilizing local potential and transforming it into something beneficial, as exemplified by the IPAL system in Tambak Segaran, Surabaya, which has successfully converted polluted drainage water into clean water that can be reused.
