Abstract

The Russian invasion of Ukraine since 2022 has disrupted sunflower oil production and global food supply, including to the European Union (EU), due to damaged agricultural land and the blockade of the Black Sea. As a major supplier, Ukraine experienced a significant decline in exports. This study aims to explain the EU's response to the sunflower oil crisis caused by the Russia-Ukraine war, with Ukraine being its main supplier. This research employs a descriptive qualitative method by analyzing secondary data to examine the EU’s response to the sunflower oil crisis. The findings show that the EU acted based on the four pillars of Food Security, including the relaxation of Common Agricultural Policy (CAP) regulations, implementation of the 2023–2027 CAP, opening of Solidarity Lanes, and financial assistance to affected member states. In addition, the EU utilized institutions such as EFSA, ESF+, and EFSCM to support food security, boost domestic production, stabilize prices, and ensure a safe food supply for its citizens.
