Abstract

This study aims to understand the land dispute conflict between the Village-Owned Enterprise (Bumdes) and the community in the development of paragliding tourism in Sumberejo Hamlet. The land dispute in this area occurred due to conflicting interests between the community and Bumdes. This research employs a qualitative approach with a phenomenological study design to deeply explore the experiences of informants involved in the land dispute conflict and to closely observe and listen to the explanations of the parties experiencing the conflict. Data were collected through in-depth interviews with community representatives, individuals directly affected by the conflict, the head of the Forest Farmers Group (KTH), Bumdes representatives, and the head of Sumberoto Village, and were analyzed using phenomenological analysis with several stages. The findings indicate community unrest regarding their land being bulldozed and leveled by the new KTH head, leading to conflict and police reports. It also reveals misunderstandings between the community and Bumdes, resulting in what is termed a land dispute. The community was unaware of the AD/ART agreement signed by the former KTH head without prior consultation with them. The study concludes that no resolution was reached after the community learned about the existing AD/ART agreement, and they resumed their activities in the tourism area. Community members whose land was not affected by the tourism expansion continued to manage it as plantations. This research recommends the need for a review of how effectively information regarding decisions made by the Sumberoto Village government, Bumdes, and KTH is communicated to their members. It is hoped that deliberations can lead to solutions before decisions are made.
