Abstract
Plavon Application is a public service innovation program from the Sidoarjo Regency Government to accelerate administrative services during the Covid-19 pandemic. The Plavon application public service innovation is an application launched by the Sidoarjo Regency government to serve online administrative services using smartphones or laptops. This service uses an electronic form so that users find it easier to fill in their personal data according to the provisions.
Efforts made to influence the community include the renewal of innovations that are more advanced than previous innovations. In addition, the PLAVON Application does not limit service quotas, only determines operational hours and collaborates or partners with groups or communities in the community.

The obstacles faced by the Sidoarjo community were servers and some elderly people who could not use information technology. Furthermore, the method used in this study was a qualitative method. This research is descriptive and tends to use analysis.
