Abstract
This study aims to examine the implementation of cooperation between the Banyuwangi Regency Government and Norway in addressing the challenges of low-value plastic waste management. The study adopts a paradiplomacy approach, where sub-national actors actively engage in finding solutions to environmental issues through the involvement of international actors. A qualitative descriptive method is employed to analyze the implementation of this cooperation. Additionally, this collaboration contributes to the achievement of Sustainable Development Goals (SDGs) 12 and 14. The findings indicate that the implementation of this cooperation has had a positive impact on enhancing regional waste management capacity, optimizing the role of local actors in paradiplomacy practices, and creating a waste management model that can be adapted by other regions in Indonesia. The success of this model reaffirms that international cooperation based on paradiplomacy can serve as an effective strategy in realizing a more progressive and adaptive environmental management approach to global challenges.
