IMPLEMENTASI FUNGSI PENGAWASAN DPRD TERHADAP PENERAPAN PROGRAM SISTEM PEMERINTAHAN BERBASIS ELEKTRONIK (SPBE) DI KOTA MALANG

This research discusses the implementation of the DPRD's supervisory function over the electronic-based government system (SPBE) in Malang City. The DPRD as a representative of the people has an important role in supervising the implementation of SPBE to ensure that the Malang City government can provide effective, efficient, and responsive services to the community. Since the issuance of Presidential Regulation No. 95 of 2018 which instructs the acceleration of the implementation of e-Government in Indonesia, SPBE has become an integral part of the government order aimed at facilitating public services. In Malang City, the implementation of SPBE has started since 2013 through the E-TAX system and continues to grow to date.
The DPRD's supervisory function over SPBE is carried out through two mechanisms, namely direct visits to OPDs and through hearing meetings involving each OPD for evaluation of SPBE implementation. The results of the study show that overall, the implementation of SPBE in Malang City has gone well, as reflected index score of 3,28 is “very good” rating in 2023.
There are several technical obstacles, such as network disruptions and difficulties in accessing people who are not familiar with technology, which can hinder the service process. In addition, the challenge in the supervision of the DPRD lies in scheduling activities that often clash with other tasks and coordination that still needs to be improved with related OPDs. Overall, despite some obstacles, the implementation of SPBE in Malang City shows positive results in terms of service efficiency and government responsiveness to community needs.
