Abstract
This research discusses the comparison of factors in the withdrawal of US military forces from Afghanistan during the presidencies of Donald Trump and Joe Biden. This research uses a descriptive qualitative approach with a library research method, as well as a Most Different Systems Design (MDSD) comparative approach. Although both presidents have different political backgrounds, domestic conditions, economic and military conditions, and international contexts, they both made the same decision, namely withdrawing military forces from Afghanistan. Donald Trump started this process through the 2020 Doha Peace Agreement which contains a commitment to peace with the Taliban, while Joe Biden continued it with consideration of budget efficiency and the domestic crisis situation due to the COVID-19 pandemic. Using William D. Coplin's Foreign Policy Analysis theory, this study explains how domestic political factors, economic and military capabilities, and the international context helped shape the direction of the two presidents' foreign policies. Through the MDSD method, the final policy outcome still shows similarities, namely the end of the United States military involvement in Afghanistan.
