Abstract
This study aims to analyze capacity-building strategies in empowering visually impaired individuals through social rehabilitation programs at the Social Rehabilitation Center for the Visually Impaired (UPT RSBN) Malang. The research employs a qualitative approach, while data collection methods include interviews, observations, and documentation.The main focus of this research is to identify the factors contributing to the helplessness of visually impaired individuals and the social rehabilitation strategies implemented to enhance their independence. The findings indicate that the helplessness of visually impaired individuals can be categorized into three main aspects: primary, secondary, and tertiary. The primary aspect includes internal individual limitations, such as low orientation and mobility, low self-efficacy, low self-esteem, and low self-resilience. The secondary aspect relates to social and environmental factors, such as stigma and discrimination, which hinder educational and employment opportunities. Meanwhile, the tertiary aspect refers to the suboptimal fulfillment of their rights in accessibility, education, and employment opportunities.The capacity- building strategies implemented at UPT RSBN Malang include improving human resource quality through basic skill training such as Activity Daily Living (ADL), Braille literacy (BTB), and mobility orientation (OM). Additionally, entrepreneurship training and job skills, such as handicrafts and massage therapy, are integrated into the program to expand economic opportunities. Disability- friendly supporting facilities, including classrooms, skill training areas, mobility pathways, and healthcare services, further enhance the effectiveness of social rehabilitation. This rehabilitation program is systematically carried out through the stages of the Preparatory Class, Basic Class, and Vocational Class to ensure that participants acquire skills progressively and sustainably.
