Abstract

This research discusses the Public Service Innovation Model "Pecel Tempe Mendoan" in Senggreng Village, Malang Regency as one of the efforts made by the Village Government to make administrative services easier. Adoption of the Village innovation "Pecel Tempe Mendoan" to improve the quality of public services in Malang Regency based on the 2022 Village Head Decree Number: 470 / 65 / KEP. / 35.07.12.2002 / 2022 concerning the Population Administration Pick-up Officer for Senggreng Village, Sumber Pucung District, Malang Regency, that the decision to implement population administration services to the community in order to speed up and facilitate maximum administration, the Senggreng Village government created a village innovation in the form of the Pecel Tempe Mendoan Public Service Innovation (Fast Service Without Leaving the Job).
The research used descriptive qualitative research methods with data collection techniques through interviews, documentation and observation, data analysis techniques with data collection, data reduction, data display and verification of conclusion drawing. This research uses the Innovation Adoption Theory according to Rogers, namely that in innovation adoption there are five innovation stages, the first is knowledge (knowledge).Knowledge), Second Faith (Persuasion), Third decision-making (Decision), Fourth Implementation (Implementation), and fifth Confirmation (Confirmation). From the results of this research, the process of adopting the "Pecel Tempe Mendoa" village innovation from the knowledge stage to the confirmation stage is considered to be in accordance with needs and easier.
However, there are several obstacles such as limited service personnel and no special budget, and the outreach is not carried out directly in community areas. Apart from that, the challenge in adopting this innovation lies in the costs that must be incurred by the community. This is often asked by the community to officers when delivering finished files to people's homes so this is a challenge for every officer who delivers files to the community, seeing that there are no special budget for the adoption of this innovation. Overall, even though there are several obstacles and challenges in implementing this innovation, the adoption of this innovation continues to proceed in accordance with the SOP and the public response is good with the adoption of the "Pecel Tempe Mendoan" innovation so that this innovation continues to run.
