Abstract

This study discusses the implementation of digitalization in the Village Tourism program carried out by the Ministry of Communication and Informatics of the Republic of Indonesia (Kemkominfo RI) through a partnership scheme. Kemkominfo plays a strategic role in driving digital transformation across various sectors, including tourism, as mandated by Ministerial Regulation of Communication and Informatics Number 2 of 2021.
Digitalization in the Village Tourism program is carried out by adopting information and communication technology (ICT) through collaboration between the government and the private sector. This partnership scheme aims to optimize the utilization of human resources. This approach is expected to accelerate digital access for rural communities and enhance the competitiveness of community-based tourism.
The urgency of this research lies in analyzing the success factors and challenges in implementing the partnership scheme for the digitalization of village tourism. Using David C. Korten’s implementation theory with an adaptive, participatory, and educational approach, this study examines various obstacles such as low community participation and lack of coordination among stakeholders, while also exploring strategies for overcoming these challenges.
The findings indicate that the partnership scheme in village tourism digitalization has a positive impact on improving digital literacy, as well as accelerating program implementation. Despite various challenges, a synergistic collaboration between the government and the private sector has been proven to support program sustainability and strengthen digital transformation.
