PENGAWASAN OMBUDSMAN REPUBLIK INDONESIA DALAM PERBAIKAN PENYALURAN PUPUK BERSUBSIDI TAHUN 2022-2023

This study aims to analyze the supervision carried out by the Ombudsman of the Republic of Indonesia in improving the distribution of subsidized fertilizers in 2022-2023. This study focuses on the implementation of supervision carried out by the Ombudsman through several existing stages and examines the supporting and inhibiting factors in the supervision process.
This study uses a descriptive qualitative method with data collection techniques through interviews, observations, and analyzing supporting documents from the Ombudsman of the Republic of Indonesia. Information was obtained through two sources, namely the Assistant Examiner who was directly involved in the supervision of the distribution of subsidized fertilizers. Data analysis in this study includes data reduction, data presentation and drawing conclusions in order to provide a comprehensive picture of the supervision of the Ombudsman of the Republic of Indonesia in the distribution of subsidized fertilizers.
The results of this study indicate that the supervision of the Ombudsman of the Republic of Indonesia in the distribution of subsidized fertilizers uses the IAPS (Self Initiated Investigation) supervision mechanism which consists of several stages, namely the preparation of information reports, the formation of an inspection team, analysis of documents and provisions, implementation of inspections of related parties, analysis of the results of inspection findings then concluding Maladministration actions and providing corrective actions or suggestions for improvement to related parties. The Ombudsman faces supporting factors, namely the commitment of the leadership and good cooperation between inspection teams, in addition to the inhibiting factors faced, namely the limited supervision budget and human resources
