Abstract
This research is motivated by efforts to implement the issuance of electronic certificates at the West Lombok Regency Land Office based on the law, namely the Regulation of the Minister of Agrarian and Spatial Planning / Head of the National Land Agency of the Republic of Indonesia Number 3 of 2023. The purpose of this study is to determine and analyze the stages of implementing Electronic Land Certificate Certification and the obstacles experienced by the West Lombok District Land Office. The research method used is juridical sociological to obtain legal knowledge empirically by going directly to the object of research. The results showed that the process of issuing electronic certificates according to Permen ATR/BPN Number 3 of 2023 consists of several main stages, namely data verification, filling in information through an electronic system, and issuing certificates in digital form, in accordance with the provisions in Permen ATR/KBPN Number 3 of 2023. Nevertheless, a number of obstacles were found in the implementation, such as the limited ability of human resources in adjusting the transition to a digital certification system and optimizing work due to the large volume of applications and system constraints that often experience system interruptions when inputting data into the electronic system. Obstacles are overcome by providing digital literacy using training modules and technical instructions to human resources. However, the Lombok Regency Defense Office should be able to take strategic steps, such as increasing HR competencies not only through digital literacy but by conducting regular hands-on training then optimizing the system by conducting regular system maintenance to prevent system disruptions when carrying out land service activities. This solution can be applied massively to support the successful implementation of electronic certificates as a whole.
