KESIAPAN KANTOR PERTANAHAN DALAM MENGHADAPI TRANSISI SERTIFIKAT ELEKTRONIK (Studi di Kantor Pertanahan Agraria dan Tata Ruang (ATR)/Badan Pertanahan Nasional (BPN) Kabupaten Malang)

This research is motivated by efforts to face the transition of electronic certificates at the Malang District Land Office, which is based on Permen ATR / KBPN Number 3 of 2023 concerning the issuance of electronic certificates. The purpose of the research is to know and analyze the readiness of the Malang District Land Office in the transition of electronic certificates and explore the obstacles and steps faced. The research method used is Juridical Sociological. The results showed that readiness arrangements are regulated in Article 3 Paragraph (3) of Permen ATR / KBPN Number 3 of 2023 including aspects of infrastructure and human resource readiness, information technology maturity, service user maturity. From these three aspects, the Malang Regency Land Office has not yet met the readiness of infrastructure and human resources because of problematic interconnectivity and lack of human resources to handle the volume of media transfer. The Malang District Land Office is not fully prepared to implement the implementation of electronic certificates, due to the readiness of the infrastructure that often occurs server down on the land registration web and the lack of human resources in Malang District Kantah has made efforts to complain to ITSM (IT Service Management) but there are obstacles to the slow response and there is no further guidance if the reporting results do not get a response. In addition, Kantah also does not have the authority to add human resources. The author's analysis is that this will not happen.
