Abstract
This study aims to analyze the legal problems that arise in the process of managing Letter C land registration into a Certificate of Ownership (SHM) in accordance with the provisions of applicable land law and the role of PPAT in Malang Regency in supporting the implementation of Government Regulation Number 24 of 1997 concerning Land Registration, This study uses empirical legal research. which aims to examine the law from an external perspective with a primary focus on the social behavior of the community towards the application of the law. Empirical legal research is oriented towards direct observation of community interactions with applicable legal regulations, This study is descriptive in nature, which means that the author aims to describe the legal phenomena that occur related to the implementation of regulations. The results of the study at the Ali Subhan, S.H., M.Kn. PPAT Office, Malang Regency, the sale and purchase carried out without the process of changing the name by the previous buyer caused legal problems, namely overlapping claims of ownership. In addition, the limited evidence of ownership that is legally recognized, such as a Land History Certificate and proof of payment of Land and Building Tax (PBB), is an obstacle in the process of converting Letter C land into SHM. In this case, the role of the Land Deed Making Officer (PPAT) is very important to ensure that ownership documents are prepared in accordance with applicable legal provisions. In the land registration process, the PPAT is responsible for ensuring that every sale and purchase transaction is carried out in accordance with applicable legal provisions, including the preparation of a valid Sale and Purchase Deed (AJB), verification of the validity of documents, and fulfillment of tax obligations before registration continues.
