Abstract

This thesis is the result of research conducted on the use of the Sipeduli
application (Independent Online Population Administration Service System) in the
Malang Regency Population and Civil Registration Service as an innovation in
improving population administration services. This website aims to facilitate public
access to the management of population documents such as making Family Cards
(KK), Birth Certificates, Death Certificates and Child Identity Cards (KIA) online
which is considered to be able to save time during the application process and
reduce long queues at the Malang Regency Population and Civil Registration Office.
The main advantage of this innovation is its ability to provide access to file
submissions within 24 hours and applicants can monitor the status of submitted
documents precisely, so this can increase transparency and trust in the delivery of
public services. However, this research also found several challenges or
shortcomings related to the implementation of this website, firstly the low level of
digital literacy among the community. Apart from that, there was a response that
the completion of this document took longer compared to offline services and the
lack of socialization among the community resulted in ignorance of the existence
of this innovation, this led to the low level of users of the Sipeduli innovation.
The research concludes that although Sipeduli has made a positive contribution
to services, further efforts must still be made, such as intensifying outreach to
increase knowledge and optimal use of this innovation by the community.
