Abstract
This study aims to analyze the effectiveness of social disaster management implemented by the East Java Provincial Social Service as a public service process to face challenges in the repatriation of displaced people, especially in the field of social disaster management. The focus of the study includes effectiveness with the aim of measuring a program objective, productivity, quality, flexibility, efficiency, satisfaction.
This study uses a descriptive qualitative method with data collection techniques through interviews, observations and analysis of supporting documents from the East Java Provincial Social Service. Information was obtained from four main sources, namely the Head of the Social Disaster Management Team, Social Workers, Application Officers, Displaced People in the process of repatriation. Data analysis involves data reduction, data presentation, and drawing conclusions to provide a comprehensive picture of the effectiveness of social disaster management in handling displaced people in the East Java Provincial Social Service.
The results of the study indicate that the social disaster management program through the repatriation of displaced people has been running effectively. This is proven by the achievement of target targets in accordance with the service mechanism, the existence of a clear structure of those responsible for carrying out their duties and authorities, and the success of repatriation of 80% compared to 20% who have not been able to be repatriated. In addition, the effectiveness of the program is also supported by the quality of adequate facilities and infrastructure, punctuality in handling which is no more than 2 hours, and good coordination between agencies that ensure smooth communication and cooperation. Although budget availability is still an obstacle, public satisfaction with the services provided shows positive results. It is hoped that this program can continue to run optimally in overcoming the problem of neglect in the community. The supporting factors of the simlontar innovation can be said to be effective because it makes it easier to record data to reduce misuse of the repatriation assistance program.
