Abstract

Batu City, home to approximately 221, 714 residents and recognized as a
tourist destination, generates a considerable amount of waste. This study seeks to
promote the execution of Batu City Regional Regulation Number 2 of 2014
regarding Waste Management, emphasizing the efficacy of the PABA ASRI Reduce,
Reuse, Recycle Waste Management Site (TPS3R). This study employs a qualitative
approach to examine policies, practices, and resistance in waste management
within Batu City.
The findings indicate that the Batu City Government has endeavored to
activate several TPS3Rs, including the PABA ASRI TPS3R, which has been
operational since 2019. The TPS3R has effectively processed organic waste into
compost and recycled inorganic waste, thus alleviating the strain on the Tlekung
TPA. This study identified several obstacles, including insufficient human
resources, inadequate community participation, and difficulties in sustaining the
operational continuity of TPS3R.
This study concludes that the execution of the Regional Regulation on Waste
Management in Batu City has yielded beneficial outcomes, yet requires further
enhancement. Enhanced governmental commitment, active community
engagement, and support from diverse stakeholders are essential for achieving
optimal waste management. Recommendations for submission include: (1)
expanding the TPS3R network, (2) enhancing human resource capacity, (3)
intensifying community outreach, and (4) formulating incentive policies to promote
community engagement.
