Abstract
This study aims to analyze the decision-making process behind the feminist foreign policy proposed by Annalena Baerbock in Germany. The analysis is conducted by exploring the influence of the theoretical approach of foreign policy decision-making in shaping feminist foreign policy decisions in Germany. The methodology employed in this research is an explanatory qualitative analysis with individuals as the unit of analysis and groups as the explanatory unit, resulting in a correlational level of analysis. This study examines the actors influencing the decision-making process, including bureaucratic, mass, partisan, and interest influencers. It assesses how these factors contribute to the formulation of feminist foreign policy advocated by Baerbock. Through a feminist framework, that emphasizes gender equality, human rights, and sustainable development, the study highlights how feminism and foreign policy decision-making approaches can be integrated to create a more inclusive and progressive foreign policy. It also explores Baerbock's role in shaping Germany’s foreign policy agenda. Despite ongoing challenges, the progress made indicates the potential for feminist foreign policy to continue evolving and reinforce Germany’s position as a global leader in advocating for gender equality and human rights.
