DISKRIMINASI SOSIAL DALAM PELAKSANAAN BANTUAN SOSIAL MELALUI PROGRAM KELUARGA HARAPAN (PKH) (Studi Kasus Desa Telempong Kecamatan Banyuglugur Kabupaten Situbondo)

Social discrimination is a problem that needs to be addressed immediately, considering that it can have a dangerous impact on individuals and on the formation of national character and morals. Including in the implementation of the provision of social assistance for the Family Hope Program, which is aimed at vulnerable groups of poor people who are considered to be registered in the poor data, social discrimination practices are still found. The aim of this research is to find out how the implementation and factors that influence social discrimination in the Implementation of Social Assistance in Telempong Village, Banyuglugur District, Situbondo Regency. The research methodology used is descriptive qualitative. The results of interviews revealed that social discriminatory practices were still visible for several reasons. The PKH assistant coordinator who held the same position as the wife of the village head resulted in a conflict of interest and created obstacles in the distribution of social assistance to the village community. Next, the failure to change the PKH group leader over a long period of office despite the discovery of a chimpanzee by the group leader. During the implementation of PKH in Telempong Village there was also a deduction from PKH social assistance funds for administrative costs for each KPM at each stage, thereby violating the provisions of the Ministry of Social Affairs. Apart from that, the implementation stages in Telempong Village were invalid, since they did not implement group meetings, validation or data updating. This results in social assistance not being distributed accurately and effectively to the KPM.
