Abstract
This thesis aims to analyze the reasons behind Indonesia's collaboration with Japan through AZEC in decarbonization efforts. The research employs an explanatory qualitative method, using library study data analysis techniques based on sources such as reports from official government agencies, books, journals, theses, and online media. This study applies R.C. Snyder's decision-making process theory. The research findings indicate that the external factor driving Indonesia's collaboration is its commitment under the Paris Agreement to implement climate change mitigation efforts by submitting the NDC to the UNFCCC. Meanwhile, the internal factor motivating Indonesia’s collaboration is its integration of the Paris Agreement into domestic policies, demonstrating a genuine commitment to combating climate change. Additionally, pressure from NGOs and the public has encouraged the government to take concrete steps toward the energy transition as a tangible expression of Indonesia's commitment. So the decision taken by Indonesia to collaborate with Japan through AZEC is Indonesia's attitude in achieving the short-term commitment target of reducing GHG emissions in 2030 and the long-term NZE target in 2060.
