Abstract
The government has ratified the Job Creation Law, that business licensing is sufficient by simply registering through the Online Single Submission system, business activities and investing are increasingly facilitated, in terms of patent administration and also accelerated. The purpose of this study is to provide an understanding to the public, business actors and related parties regarding the process of obtaining permits online and an understanding that the issuance of business permits uses the basic principles of the Job Creation Law while the limitations of the Civil Service Police Unit in Realizing the implementation of public order, security and protection of the community based on Government Regulation Number 16 of 2018 concerning the Civil Service Police Unit Article 5 only refers to regional regulations. The research method used is a sociological legal approach with field research specifications supported by secondary data that is reviewed with applicable legal provisions. The results of the study on Online Single Submission Business Licensing in terms of vision and mission are good and can be accessed anywhere, but there are several obstacles, namely: not all people in Indonesia understand technology because business licensing is obtained online, limited facilities and infrastructure to access the Online Single Submission website for Indonesian people who live in remote villages, and also the obstacles faced by the Malang Regency Civil Service Police Unit in preventing, enforcing and taking action against business premises that do not yet have business permits due to limited authority. The right suggestion is the need for socialization to the community to know and understand how or the process of obtaining business premises permits through Online Single Submission and the need for a legal review to be carried out again by the government so that the Job Creation Law, especially regulations related to business premises permits, has legal derivatives up to regional regulations.
