Abstract
As citizens of LGBT sexual orientation groups have rights and obligations recognized by the constitution set forth in Law No. 31 Year 1999 on Human Rights. The questions that become the focus of this research are how the conflict of legal norms between the Bogor City Regulation and the Human Rights Law, to what extent the Bogor Regulation has implications for violations of human rights and to what extent the legal effort of judicial review can be done for the validity of the regulation. This research method uses normative legal research. The purpose of this study is to determine the deviation of Bogor City Regulation No. 10 of 2021 against LGBT rights. In the Bogor City regulation, there are several norms that contradict with the Human Rights Law which potentially violates the dignity and honor of every citizen and has implications for human rights violations. Therefore, it is expected that the affirmation of the government to issue a law on LGBT sexual orientation groups.
