In Article 16 of Government Regulation No. 54/2007 on child adoption, if the applicant is a single parent, the adoption can only be carried out by an Indonesian citizen after obtaining permission from the Minister of Social Affairs, the granting of which permission can be delegated to the head of the provincial social agency. This paper aims to find out and analyze the implementation or application of Article 16 of Government Regulation No. 54/2007 on Child Adoption by Single Parents at the Department of Social Affairs, Women's Empowerment, Child Protection, Population Control and Family Planning in Malang City. The method used in this writing is empirical juridical with the technique of examining the applicable legal provisions and what happens in reality or their application to society. The conclusions and suggestions from this paper are the permissibility of child adoption by single parents (who are not married) and the procedures and procedures as well as the flow of requirements for Prospective Adoptive Parents (COTA) and Prospective Adoptive Children (CAA) that have been provided by the Malang City Social Service. In addition, the Decree of the Minister of Social Affairs is the final decision whether or not to allow the process of child adoption by unmarried single parents in accordance with the consideration process that has been carried out by the Child Adoption Licensing Advisory Team (PIPA).
