Abstract

Forensic dactyloscopy, which involves the use of fingerprints as evidence in criminal investigations, has an important role in the process of uncovering criminals, especially in murder cases. This research aims to examine: the urgency of implementing forensic dactyloscopy in investigating criminal cases of murder at the Malang City Police and the factors that hinder its implementation. The research method used in this research uses a normative juridical method. In this research, the normative study explains the regulatory investigations that regulate investigators in the investigation stage and observes real conditions regarding the use of fingerprints in uncovering criminal acts. Empirical research will discuss the focus on carrying out investigations in the Malang city police department related to the use of fingerprints to reveal criminal acts. Firstly, this research highlights the importance of dactyloscopy in speeding up the identification process and providing legally valid evidence, which can strengthen investigations and evidence in court. Second discussion, the inhibiting factors found include the lack of regulations that specifically regulate dactyloscopic procedures, limited human resources in the INAFIS Unit, as well as external challenges such as damage to the crime scene (TKP), delays in reporting from the public, and increasingly sophisticated technological developments among perpetrator. It is hoped that this research can provide recommendations for increasing the effectiveness of the use of dactyloscopy in investigations, both through increasing human resources, clearer regulations, and the use of other forensic technology to support faster and more accurate resolution of murder cases.
