Abstract
Indonesian society has a strong tradition of social gatherings, one of which is the organization of ceremonies or cultural events such as weddings, circumcisions, thanksgiving, and other large events involving many people. These activities are not only a form of cultural preservation but also a reflection of the close social relationships among community members. However, they often involve the closure of public roads without proper permits, disrupting public activities. This raises the question of whether law enforcement regarding road closures in urban areas has been adequately addressed and whether it is effective if many people still fail to obtain permits.The aim of this study is to examine the effectiveness of law enforcement against unauthorized road closures in the jurisdiction of the Batu City Police and to identify the obstacles faced by the police regarding unauthorized road closures in Batu City. The research employs empirical methods with qualitative data analysis. The approach used is a sociological approach, wherein data is collected through interviews and observations, then analyzed qualitatively in a descriptive manner based on applicable laws and regulations. The study's findings indicate that the effectiveness of law enforcement on road closures for events remains low due to suboptimal coordination between event organizers, law enforcement officers, and local governments. There is a need for increased public education, stricter regulations, and the use of technology in the permitting and monitoring processes to ensure more effective and equitable law enforcement.
