Abstract
The act of “Klitih” initially emerged in Yogyakarta in early 2016 as a result of street fights among martial arts students. However, over time, the term "klitih" has evolved beyond mere brawls to encompass acts of violence characterized by random attacks on individuals without clear justification. This phenomenon necessitates strict law enforcement to deter offenders effectively. The need for specific legal measures has been addressed through Law Number 11 of 2012 concerning the Juvenile Criminal Justice System, which outlines the procedures and legal actions applicable to crimes involving minors as perpetrators. Nonetheless, research is required to evaluate its effectiveness based on the principle of utility and to identify implementation challenges.The objective of this study is to investigate and analyze the diversion efforts undertaken by the police in addressing klitih- related issues in the Special Region of Yogyakarta (DIY). The research employs a normative legal approach, utilizing library study techniques for data collection. The findings indicate three primary obstacles in implementing diversion efforts for juvenile offenders involved in klitih: the frequent lack of deterrent effects (re- offending) due to recidivism among offenders, the success of restorative justice being contingent upon the involvement of the offender's family and the severity of the criminal case, and the difficulty in preventing children from facing punitive asures under retributive justice.
