Abstract
To reduce land conflicts and provide legal security to landowners. The Complete Systematic Land Registration (PTSL) is one of the programs launched by the government to help people manage their land titles. For the first time, this systematic and comprehensive land registration provides land rights certificates to all levels of society, especially the middle and lower economic classes. This study aims to determine whether the Complete Systematic Land Registration (PTSL) program used in Banyuwangi Kradenan Village has met the requirements of the Minister of Agrarian Affairs Regulation Number 6 of 2018. The formulation of the problem formulated in the form of a statement, namely; How is the Implementation of Complete Systematic Land Registration (PTSL) Based on the Regulation of the Minister of Agrarian Affairs and Spatial Planning / Head of the National Land Agency Number 6 of 2018 in Banyuwangi; What are the inhibiting and supporting factors for the Complete Systematic Land Registration Program (PTSL) in Kradenan Village, Banyuwangi Regency; and What efforts can resolve the obstacles faced when implementing PTSL in Kradenan Village, Banyuwangi Regency. Empirical legal research is included in this research. Data were collected through literature study, interviews, and then processed with descriptive methods. The results showed that the implementation of PTSL in Banyuwangi faced technical and juridical challenges, including community factors. To ensure the sustainability of the Banyuwangi Land Office, the government and community must improve their performance and responsibilities so that implementers and applicants can work well together and reduce obstacles
