Abstract
This study analyzes the use of zebra crossings as a venue for Citayam Fashion Week (CFW) in the perspective of Indonesian positive law. Zebra crossings, as regulated by Law No. 22 of 2009 on Traffic and Road Transportation, function as pedestrian crossings for safety. However, the use of zebra crossings in the Sudirman Central Business District (SCBD) area as a catwalk violates public order and traffic regulations. The normative legal research method shows that CFW activities conducted without official permission have the potential to face administrative sanctions and minor criminal penalties. These activities also disrupt the primary function of the zebra crossing, creating risks of accidents and traffic congestion in the SCBD area. This study recommends legal policies that balance public creativity with public order, such as regulating alternative locations, legal education, and enforcement of regulations against violations of public facilities. This research contributes theoretically to criminal law related to public facilities and provides practical recommendations for the government to optimally manage public spaces, supporting creativity without neglecting safety and order.
