Abstract
The increasing traffic jams that occur in Malang City have created a traffic problem that needs to be addressed. In the midst of these problems, a new term emerged given to volunteers who regulate traffic, known as supeltas. Supeltas are traffic controllers who often collect wages on the road for traffic control services whose existence is very useful because they can regulate traffic chaos and reduce traffic jams even though the police who have the official authority to regulate traffic are the police, giving rise to pros and cons related to their existence. supeltas. This research is interesting to study to find out the Juridical Study of the Role of Traffic Control Volunteers (Supeltas) in Creating Traffic Order in Malang City, what are the driving factors for the rise of SUPELTAS in the Malang city area and how the Malang City Resort Police Efforts in developing Supeltas in the area Malang City. Furthermore, the research method used is an empirical juridical method using data collection techniques by interviews, observation and documentation. The results of this research are that the existence of supeltas has no legal guarantee or does not have a law as a legal basis. the approach is more about the function of the police as part of the implementation of Law no. 22 of 2002 concerning Traffic 2002 concerning Traffic and Road Forces. The driving factors for the rise of SUPELTAS in Malang City are the high number of accidents, especially at T-junctions or intersections, the increasing scale of vehicles and also the lack of employment opportunities which have made SUPELTAS in Malang City become widespread. Meanwhile, the Malang City Police's efforts to tackle the rise of SUPELTAS in the city of Malang include pre-emptive (coaching), preventive (prevention) and repressive (enforcement) efforts.
