Analisis Hasil Reses DPRD dalam Penyusunan Rencana Anggaran Pendapatan dan Belanja Daerah (RAPBD) Kabupaten Seram Bagian Timur Tahun Anggaran 2023

This research aims to see how members of the Regional People's Representative Council (DPRD) of East Seram Regency articulate the aspirations obtained from the recess results in the discussion process of the Draft Regional Revenue and Expenditure Budget (RAPBD) for the 2023 fiscal year. The research method used is a qualitative descriptive approach. Data was collected through main ideas documents, PPAS documents and interviews. The research results show that in fighting for the aspirations of their constituents which have been included in the DPRD's main ideas, DPRD members conduct budget lobbying with the regional government, in this case the Regional Work Units (SKPD). However, there are still different views between regional governments and DPRD members regarding development priorities. On the other hand, based on PP No.12 of 2019 article 89 states that when there is no agreement between the DPRD and the Regional Head regarding the draft KUA- PPAS, then six weeks after The Regional Head submits the Draft Regional Regulation on APBD to the DPRD based on the RKPD draft KUA-PPAS prepared by the Regional Head, to be discussed and approved jointly between the Regional Head and the DPRD. This causes some of the community's aspirations in the DPRD's main ideas to be unable to be realized in the APBD documents.
