Abstract

This study discusses the violence perpetrated by law enforcement officers against protesters in the context of the enactment of the Criminal Code Bill (RKUHP), focusing on socio-legal and human rights (HAM) aspects. The background of this research is the large-scale demonstrations that took place in Indonesia in 2019 as a form of protest against the RKUHP. These demonstrations led to clashes between the protesters, consisting of students and civil society, and law enforcement officers. The study aims to examine the chronology of the demonstrations, describe the violent actions committed by the authorities, and analyze the human rights violations that occurred during the protests. The research employs normative legal research methods with a juridical and conceptual approach, utilizing secondary data from laws and relevant literature. The findings reveal the occurrence of human rights violations, such as the right to life, the right to security, and the right to justice, as well as the factors that drive violence by law enforcement officers. This research is expected to provide insights into efforts to reduce violence and improve human rights enforcement in the future.
